Substantial Amendment 1 to the 2024 Annual Action Plan and 2020–2024 Consolidated Plan
The Terrebonne Parish Consolidated Government (TPCG) Department of Housing and Human Services proposes Substantial Amendment 1 to its 2024 Annual Action Plan and 2020–2024 Consolidated Plan for submittal to the US Department of Housing and Urban Development. The Louisiana Office of Community Development–Disaster Recovery (CDBG-DR) Unit has executed a Cooperative Endeavor Agreement with TPCG to transfer $8,307,285.48 in program income generated by CDBG-DR-funded projects. Upon transfer, these funds will lose their disaster designation and become CDBG Entitlement funds governed by CDBG Entitlement regulations. Funds will be used for public improvements, public services, and demolition of blighted housing.
The proposed amendments will be available for a 30-day public review and comment period from October 29, 2025, through November 28, 2025. Copies may be reviewed at the Department of Housing and Human Services, 4800 Highway 311, Houma, LA 70360, Monday through Friday, 9:00 am to 4:00 pm or online at tpcg.org/communitydevelopment Written comments should be directed to kvarnado@tpcg.org or mailed to the Department of Housing and Human Services at the at the address above. Comments received by November 28, 2025, will be considered prior to submitting the amendments to the US Department of Housing and Urban Development. Terrebonne Parish Consolidated Government encourages the participation of all citizens, particularly those who are low-income, disabled, minority, non-English speaking; and those that live in substandard housing or blighted neighborhoods.
