Mr. John Navy
District 1

John Navy is serving his third consecutive term of office representing District 1 on the Terrebonne Parish Council. He has served as the Budget & Finance Committee Chairman six times and as the Council Chair.

Mr. Navy is employed by the Terrebonne Parish School District as a Guidance Counselor at Ellender Memorial High School. He earned his B.S. in Sociology and M.A. in Mental Health Counseling from Southern University at Baton Rouge. He also attended Nicholls State University and Louisiana State University while working on his Master's Degree. Mr. Navy worked towards obtaining his certification in Infant Mental Health from Tulane University. He is currently pursuing his Ph. D in Public Policy at Southern University.

Mr. Navy is a 2000 graduate of Leadership Terrebonne and has served on the Houma-Terrebonne Regional Planning & Zoning Commission, chaired the Houma Police and Fire Civil Service Board, served as a sponsor of the Terrebonne Boys & Girls Club and Big Brothers/Big Sisters Program, a member of the Terrebonne Parish District Attorney Committee to establish a Children’s Advocacy Center, member of the Louisiana Democratic Party Executive Committee, and various community boards & commissions. Mr. Navy is also a proud member of Kappa Alpha Psi Fraternity.

During his tenure, he has introduced and supported legislation to:
- Address the wearing of saggy pants in public places
- Address abandon and blighted properties
- Address Slum lords and derelict rental properties
- Provide oversight of Recreation districts and the expenditures of funding
- Promote the donation of adjudicated property for use as affordable housing through non-profit organizations
- Create a process to ensure districts have back-up generators for pump stations
- Place crime cameras in parks and areas prone to criminal activity
- Implement provisions to address dangerous and vicious dogs
- Establish procedures for criminal background checks for individuals employed as recreational officials, coaches, administrators, etc.
- Seek funding for the dredging of Bayou Sale
- Promote the sale of local seafood

A servant of the public with a vision of progression, Mr. Navy has worked toward providing services such as:
- Recreational/educational training and mentoring programs for youths as well as a Summer Camp Program
- Social engagement and housing programs for the elderly
- Created the L.E.N.S. Program as method of combating criminal activity in various high crime areas
- Created and assisted in funding the YEY and Job Readiness Program
- Implemented a Lighting Crime Prevention Program
- Provided funding for Summer Camp Programs in District 1
- Assisted in creating part-time employment for youths with disabilities
- Established Community Public Health Outreach Programs
- Established a Baccalaureate Scholarship for Parish students attending college
- Sponsored and raised funding for the annual Merry Kappa Christmas Bikes and Toys Christmas Festival and Give-a-way
- Sponsored a crime prevention summit to address the concerns of citizens
- Organized a community Health Fair
- Elderly Meals Program and Holiday Social
- Sponsored the East Houma Trunk or Treat Event

Some of the projects Mr. Navy is working on or has completed are:
- Renovation of the Mechanicville Gym
- Construction of the Mechanicville Memorial Multi-purpose Building
- Mechanicville and Houma Airbase Splash parks
- Construction of a Dog Park on the Houma Airbase
- Seeking funding for a Village East Community Center
- Seafood Festival
- Requested the creation of an African-American Genealogy Committee
- Cultural Diversity Programs for Native Americans/Indigenous and African-Americans
