Co-Sponsorship Application

The lawful use of public funds and property is found in the Donation, Loan, or Pledge of Public Credit section in the Louisiana Constitution, Article VII, Section 14 (1974). Considering those constitutional provisions, the Terrebonne Parish Consolidated Government established the following guidelines for co-sponsorship applications:
The Parish President may approve co-sponsorship applications for events, not to exceed $600, if:
- The event serves a public purpose;
- The public purpose is consistent with one or more governmental purposes which TPCG is legally authorized to pursue;
- The expenditure or transfer, taken as a whole, does not appear to be gratuitous;
- The public entity has a demonstrable, objective, and reasonable expectation of receiving a public benefit of at least equivalent value in exchange for the expenditure or transfer of public funds;
- The event is open to the public, or, if tickets are sold for the event, the tickets are of a nominal fee, so as to afford all social and economic classes an opportunity to attend; and
- The event is held at a TPCG-owned venue or park.
