Grant Applications For Elevating Or Reconstructing Flooded Homes Open Now
Terrebonne Parish is taking applications to elevate or demolish and rebuild structures that were substantially damaged in Hurricane Francine or have flooded repeatedly or any other structure at risk of flooding and insured with a National Flood Insurance Policy (NFIP).
Due to Hurricane Francine, the Parish is eligible to participate in the Swift Current Grant Program, jointly funded by the Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance funding and the Infrastructure Investment and Jobs Act.
The Parish is also eligible to seek FEMA funding on a competitive basis from the traditional Flood Mitigation Assistance Program and the Building Resilient Infrastructure and Communities (BRIC). BRIC projects are limited to shovel-ready construction projects this year. FMA eligible activities include elevation, demolition and reconstruction, project scoping, and capacity building projects.
The grants cover 75-100% of the total cost of the project including construction, management, and administration. The remaining cost to the applicants depends on the flood status of the structure.
Severe Repetitive Loss (SRL) structures and Repetitive Loss (RL) structures are the key targets of the Flood Mitigation Assistance programs unlocking 90%-100% grants.
Terrebonne Parish may also submit applications for engineering for a pump station at Ouiski Bayou or other location(s), funding for capacity building through education or outreach, and/or advanced assistance to study stormwater patterns in the Parish to help reduce risk.
All applicants must be covered by an NFIP flood insurance policy. If the structure is elevated or reconstructed through a FEMA grant program, flood insurance coverage will be required as long as the structure exists regardless of occupancy or ownership.

The grants are competitive and will not provide immediate housing. Reconstruction is not available in the V zone (highest flood risk area).
The Parish is sending mailers to known SRL structures, RL structures, substantially damaged structures, and NFIP policyholders.
