Mission Statement / Department Description

The mission of the Department of Coastal Restoration and Preservation is to provide aggressive leadership, direction and consonance in the development and implementation of policies, plans and programs which encourage multiple uses of the coastal zone and achieve a proper balance between development and conservation, restoration, creation and nourishment of Coastal Resources in Terrebonne Parish for the enjoyment and long-term benefit of our residents. This office has a similar focus at the Parish level as the Governor’s Office of Coastal Activities does at the State level. This office handles the coordination of Terrebonne Parish’s interaction with the Coastal Wetlands Planning, Protection and Restoration Act Task Force (CWPPRA), the Louisiana Costal area (LCA), and the Louisiana Department of Natural Resources (DNR), as well as coordinating efforts to educate the general public on the value of renewable coastal resources and ways to avoid conflicts between user groups.

The Coastal Zone Management Program (CZM) funded through the Louisiana Department of Natural Resources by the U.S. Department of Commerce, CZM Permits, Local Coastal Use Permits, MS4 activities and seismic permits are administered by this department.

 
2008 Accomplishments
  • Received continued funding from the Louisiana Department of Natural Resources for Coastal Progress and Implementation of coordinated Coastal Use Permitting Program. Permits coordinator has increased number of on site inspections to ensure compliance with state and local permit conditions.
  • Had 100% participation in Coastal Program Managers’ Meetings
  • The CRP office also initiated the development of a Comprehensive Restoration Plan for Terrebonne Parish. This plan will assist the Parish in developing projects to submit for funding that reflect Parish priorities for the entire Terrebonne Basin and are consistent with the State’s Master Plan for Coastal Protection.
  • The following Projects in Terrebonne Parish were awarded funding from the CWPPRA Program (Coastal Wetlands Planning, Protection and Restoration Act) for construction:
    • South Lake DeCade Shoreline Protection Project (Construction to begin in 2009)
    • Back Barrier Marsh Platform on Whisky Island (Construction to begin in 2009)
    • Marsh Creation at Raccoon Island (Under construction)
    • Lake Mechant Landbridge Restoration Project is currently under construction. At the request of U.S. Fish and Wildlife Service and BTNEP, the Office of Coastal Restoration has assisted in implementation of planting programs along spoil banks to increase its effectiveness integrity.
    • West Lake Boudreaux Shoreline Protection Project: Construction Completed. The CR/P office secured funding for planting efforts at the project site. (No planting funds were included in the project budget).
  • Engineering and Design:
    • Central Terrebonne Fresh Water Enhancement Project awarded engineering and design funding. This project proposes to narrow the area at Grand Pass to restrict salt water influences in to the marshes to the North.
    • Coordinated public meeting for Madison Bay marsh creation project currently in engineering and design.
  • Projects funded through the Coastal Impact Assistance Program:
    • GIWW Bank Stabilization of Critical Areas in Terrebonne is being implemented by the State of Louisiana and should be construction ready in mid-2009.
    • Falgout Canal Fresh Water Enhancement Project (currently being implemented by Terrebonne Parish using CIAP funds by Capital Projects Administrator).
  • Assisted in the development of the following projects to be implemented by TPCG public works department:
    • Wetlands Assimilation Project (Ashland Treatment facility)
    • Redirection of fresh water from selected pump stations into adjacent marshes. The pumps will also be used as diversionary structures when not being used for the primary purpose of drainage and flood control.
