Community Development Block Grant Program

The Community Development Block Grant Program promotes the viable development of communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income.

There are five (5) major components of the Community Development Block Grant Program.

  • The Public Improvements Program addresses the needs of specific areas through community sewerage, drainage, recreation, waterlines, etc.
  • The Public Services Program addresses literacy, youth programs, housing counseling, and public transportation.
  • The Emergency Repair Program addresses health and safety issues and

  • The Economic Development Program addresses neighborhood economic issues with its revolving loan program and small business.

  •  The Housing Rehabilitation Program provides financial assistance to eligible low-income families who own and occupy their residence. The program is designed to repair and to bring their homes up to code. This program is designed to preserve the existing housing stock as well as to promote affordable housing strategies in Terrebonne Parish.

HOME Investment Partnerships Program

The HOME Investment Partnership Program is designed to provide local participating jurisdictions with flexible dollars to develop affordable housing strategies specifically targeting low-income residents. The major components in our local program include:

  • First Time Homebuyers Program- provides down payment and closing cost assistance of up to $25,000.00 to eligible low-income households.
  • Replacement Housing Assistance - provides financial assistance for the replacement of existing owner occupied units where the cost to rehabilitate meets or exceeds 75% of the replacement value
  • Community Housing Development Organization (CHDO) Assistance- establishes set aside funds for designated non-profit organizations to develop, sponsor, or manage affordable housing activities.
Emergency Shelter Grant Program

The Emergency Shelter Grant Program provides emergency shelter assistance to eligible families with children at the Beautiful Beginnings Center. The primary purpose of this facility is to provide temporary shelter as long as the residents are making a concerted effort to achieve goals and objectives that are consistent with becoming self-sufficient. Currently the facility can house up to nine (9) families. It provides a wide range of case management services to the residents during their stay through other resource agencies both within and outside of Terrebonne Parish Consolidated Government operations.
