Funding Programs through the Parish
There are several programs available from the federal, state and the parish governments to help people recover from flood damage. The information on this page is intended to give some information on the funding, which properties are eligible for which programs, and some forms that the Parish will use for upcoming applications for funding. The Federal Increased Cost of Compliance (ICC) Program is also available.
 

Hazard Mitigation Grant Program - FEMA 2010


The parish has applied for $30 million in FEMA Hazard Mitigation Grant funding. Applications are accepted continuously. Those who are prepared to move forward are more likely to be chosen as alternates when others drop out of the program.

Partial List of Items Needed to Complete the Application

Eligibility
  • Primary residences or primary residence as rental home for year-round resident
    Must show documented proof of flood damage such as:
    - Substantial damage letter from the Parish
    - Proofs of loss showing flood damage greater than 50% of the building value

  • Commercial structures may be able to take advantage of
    - Structure Elevation; or
    - Dry Floodproofing of Non-residential Structures; or
    - Second Story Conversion
Cost Share

75% of eligible expenses paid by the program
25% of eligible expenses paid by the property owner

Note: All Road Home and ICC payments must be signed over to the Parish prior to beginning the mitigation project. These sources can count towards the 25% cost share.

House Elevation

The following documents will be needed to fill out the application to see if you might be funded by the grant.  The estimate should be free.  The Elevation Certificate is provided by a licensed surveyor at your cost.  This will not be reimbursed whether the project is funded or not.
  • Elevation certificate
  • Contractor estimates - Itemized
  • Engineered elevation plans included in estimate from contractor
  • Insurance information/ Policy and Losses
  • Road Home or ICC funding awards
  • Photographs of house and property (digital photos best, all four sides of the structure.)
You can call for an appointment before you have all of these documents, but it sometimes takes a while to get contractors and surveyors to the house. There are other contractors, but they have not provided the parish with copies of their required state registrations or licenses at this time. Only contractors with proper registration or licensing can be hired to participate in the program.

These forms are provided to advise you of some of the information that will be required for the application. You may print these out to prepare for meeting with parish officials or their consultants to complete the application process. Completing an application does not guarantee funding. The Parish determines which properties will be included in the applications and then the application must be approved by state and federal government agencies:

Congress has approved special funding for the flood mitigation of certain properties, chosen by FEMA, whose owners have flood insurance. The Parish has mailed notices to those people on the Severe Repetitive Loss list created by FEMA.

Eligibility

Property must meet the criteria for Severe Repetitive Loss,
  1. At least four NFIP claim payments (including building and contents) over $5,000 each, and the cumulative amount of such claim payments exceeds $20,000, or
  2. At least two separate claim payments (building payments only) have been made, and the cumulative amount of the building portion of such claim payments exceeds the market value of the building.
For both (a) and (b) above, at least two of the referenced claims must have occurred within any 10-year period and must be greater than 10 days apart. The loss history includes all ownership of the property since 1978 or since the building's construction if built after 1978, and,
  • Be on the FEMA list of approved properties,
  • Be insured by an NFIP policy.
Cost Share

90% of eligible expenses paid by the program (UP TO $150,000 for Mitigation Reconstruction)
10% of eligible expenses paid by the homeowner.

Note: All Road Home and ICC payments must be signed over to the Parish prior to beginning the mitigation project. These sources can count towards the 10% cost share.

The acquisition program is envisioned to be funded by Community Development Block Grants (CDBG). The Parish has submitted an application to the State, and the following program will be available only if there is approval through the State and the Department of Housing and Urban Development. As a CDBG program it is expected that at least 51% of the properties will have to belong to low to moderate-income residents.

Notice for Properties in the V Zone:

If you are applying for federal Hazard Mitigation Grant funding to elevate your home through the Parish or the State, ask the surveyor if the structure is in a V zone on the DFIRM maps. If so, then the programs require the structure to be elevated at least to the DFIRM height. The Parish Traditional HMGP program requires DFIRM plus 1 foot for all elevations regardless of zone. The Parish suggests that all structures be elevated to one foot above the legal or program required limit in case of settling or contractor error. There are insurance benefits as well.
