Funding Programs through the Parish

There are several programs available from the federal, state and the parish governments to help people recover from flood damage. The information on this page is intended to give some information on the funding, which properties are eligible for which programs, and some forms that the Parish will use for upcoming applications for funding. The Federal Increased Cost of Compliance (ICC) Program is also available. Currently the parish has programs to elevate, purchase, reconstruct and demolish homes depending on the funding source and eligibility requirements.

Hazard Mitigation Grant Program

Parish has some remaining funds from past storms. HMGP requires 25% Cost Share for those who were listed as alternates in the previous applications. The parish consistently seeks funding from all sources including FEMA Hazard Mitigation Grant funding. Letters of interest are accepted continuously. Those who are prepared to move forward are more likely to be chosen as alternates when others drop out of the program.

Severe Repetitive Loss Program

Congress has approved special funding for the flood mitigation of certain properties, chosen by FEMA, whose owners have flood insurance. The Parish has mailed notices to those people on the Severe Repetitive Loss list created by FEMA. The houses can be elevated or demolished and reconstructed. Reconstruction is capped at $150,000 construction costs plus engineering and permits.

The Repetitive Loss property project is available to flood insured properties offering 90% of the cost to elevate or reconstruct substantially damaged structures. This program requires a 10% owner cost share. A substantially damaged structure is one that has been flooded such that over 50% of the value of the structure has been damaged by flood. This has to be proven through flood insurance claims.

As this program and the Severe Repetitive Loss program are funded through the National Flood Insurance Program, insurance is required from the time of the application, through the application period, and, after the house is lifted, as long as the house is standing regardless of time or ownership.

Flood Insurance Requirements for Recipients of Federal Disaster Assistance

Any participant in the FEMA Hazard Mitigation Grant program, the Hazard Mitigation Assistance grants (Flood Mitigation Assistance, Repetitive Flood Claims, or Pre-disaster Mitigation) managed through the parish or Individual Assistance from FEMA will have to purchase and maintain flood insurance. Grants that reduce flood risk for a structure (elevation, relocation, or reconstruction) require flood insurance by the current and future owners as long as the house exists. Renters' assistance and Individual Assistance from FEMA is limited to the recipients' presence or ownership in the structure.
