Parish Comprehensive Plan Update Underway

Terrebonne Parish Consolidated Government (TPCG) has begun an update of its Comprehensive Plan, last updated in 2003. Faster than expected growth, spurred in part by relocation in the aftermath of hurricanes since 2005 and economic development in the parish, has caused the parish to undertake the update, according to Pat Gordon, TPCG Director of Planning and Zoning. The first part of this update, which officially began in early April 2009, is scheduled for completion by the end of the year. According to Gordon, the parish developed a detailed Request for Proposals (RFP) and advertised through its normal procurement process. The firm selected to develop the update, Providence Engineering & Environmental Group, LLC of Baton Rouge, assigned an experienced planner and Houma resident, Mart J. Black, AICP, to serve as Project Manager and Lead Planner for this effort. “Mart brings professional planning credentials, more than 30 years of planning experience and considerable familiarity with the parish to the project,” said Gordon. Early efforts since April have been devoted to collecting and updating necessary planning data, such as population, land use and other socio-economic information, and establishing a website for the effort. Parish residents will be able to track the progress of the update, learn about the latest developments and meeting schedules, participate in the planning effort through a survey and offer suggestions for the Vision Statement, all of which will ultimately guide the plan’s recommendations. The website is incorporated in the TPCG website and is accessible under Planning and Zoning/Comprehensive Master Plan. Kick-off meetings in several locations in the parish are tentatively planned for July; information about these meetings will be posted on the website when dates and venues are confirmed. With publication of the Comprehensive Plan in 2003, the first in the parish since 1976, the Houma-Terrebonne Regional Planning Commission (HTRPC) made a commitment to regular reviews and updates to the Plan as conditions warranted. “The events which have impacted the parish since 2005, and which are spurring growth, are the primary reasons for undertaking the Comprehensive Plan Update at this time,” said Danny Babin, HTRPC Chairman.
