Juveniles who are charged with theft by shoplifting are required to participate in the Shoplifting Offender’s Program (SOP). The SOP requires the juvenile to write a letter of apology to the manager of a retail store that participates in the program. The juvenile probation officer from City Court schedules an appointment with the retail store manager and the juvenile and his/her parent/guardian appear in person at the store to deliver the letter and personally apologize for the theft. The manager then has the opportunity to discuss the adverse effects shoplifting has on the store and the consumer.
